When you're a new manager in a team, no matter what size, it's always best to spend a given length of time observing before making changes. That length of time can vary wildly depending on the complexity and scale of the operation but, at the very least, it's best to give it a few weeks.
It gives you time to learn from experienced employees (who definitely know more than you do) and can keep you from making too many significant mistakes.
Kudos to this line manager for just going with it when outvoted and thereby proving her point and showing the new director that she knew better.
