The world of retail work is full of mistaken customers, like this Karen who thought an employee was a line cutter, but it's pretty clear that at many institutions, the people running them also have very little clue of what exactly is going on. In this case, one employee who couldn't care less foisted the Pokémon duties onto some random kids, and when management found out they just thought "oh crap we better pay 'em."
