I feel like this could be a quote from Bane in 'The Dark Knight Rises' or something. It has the same energy as his "Then you have my permission to die." speech.
The idea that you need to wait for relief in order to have a medical event is as hilarious as it is dystopian and horrifying. Imagine getting fired for having a heart attack and leaving work "without consent". Which, according to some of the comments, isn't far from the reality of what happens in some jobs.
