Dogs don't exactly have a strict moral code when it comes to eating random stuff, sneezing in faces and humping lamps, so people have to decide peculiar ways in which the hammer comes down. Hence public dog shaming. While they don't exactly understand that strangers on the internet know of their crimes, the looks on their faces sure indicate that maybe they shouldn't have done the thing.
