Forklift certification class was a long time ago, so it's hard to remember if there's a rule saying to not lift a forklift with another forklift in some unholy marriage of forkliftception. If it's not in the rules, they probably just wrongly assumed no one would be dumb enough to try and lift thousands of pounds of moving, extending metal. It's a forklift's right to stay on the ground. The sad thing is that this extremely stupid, non-OSHA approved idea almost works.
