While rain is most certainly a "free" thing that occasionally falls from the sky, if someone goes through the trouble of collecting it, it's just a bit inconsiderate to undo their work by taking their rain water. It sounds like this guy was just trying to put the neighbor's entitlement in check. The last thing anyone wants to do is to let a neighbor's entitlement run amok and end up just getting worse.
