The thing about having someone work for you is that you have to pay them. If you're not upholding that simple part of the whole situation, then you might as well gear on up for chaos to break out. Or, in this case, some sweet malicious compliance. We do love seeing a dumb boss who ends up getting their rightful comeuppance.
