It all started with a Minnesota man named Tom Grotting. He froze pants and left the phantom clothing outside for neighbors to giggle at. This year it's gotten a lot more popular and he seems to have started a trend. In the Minnesota area, frozen pants are now just another winter hazard to watch out for.
