There's no question that a lot of craftsmanship and creativity went into these skillful creations of dubious taste. It's just that they're also kind of also weird and scary. It takes a specific type of person to want to make a 20-foot peeing dachshund sculpture on the front of a building, but the world is...better... for it? At least there's no question that questionable taste and skill go hand in hand.
