We can never be too sure of what's going on in the minds of our pets. We've got some pretty good ideas about it, like this dog who herded a lawn roomba or this tumblr thread about cats with Victorian accents. But before we can hook them up to a machine with a pasta-strainer helmet and ask them about it, we're left with our own observations and theories.
In this case, it looks like the dog has figured out the connection between "doors" and "outside" but the idea of "which door goes outside" seems to have dropped outside of its conceptual framework. What is left with a dog who will lick a door, any door, if he wants to go for a walk. Perhaps it was born out of convenience? Maybe he's onto something? Is this a moment of stark dog brilliance or just misplaced confusion? Maybe the answer is "well he's a dog."
